    Senate Bill 500:   OR Hate Crimes Bill   Prohibits, in specified [all possible] areas of law, discrmination against persons based on sexual orientation. Defines "sexual orientation." [as "actual" or "perceived"] Authorizes enforcement of prohibition through civil action for actual and punitive damages. Authorizes attorney fees in civil proceedings for unlawful discrimination. Requires state agencies to eliminate discrimination against persons based on sexual orientation. Takes effect on 91st day following adjournment sine die.

    Definition of "Sexual Orientation" 17:6:  "Sexual orientation" means an individual's or perceived heterosexuality, homosexuality, bisexuality or gender identity, regardless of whether the individual's gender identity, appearance, expression or behavior differs from that traditionally associated with the individual's sex at birth.

    In other words it can be any sex or combination thereof that someone may imagine they are. If someone plainly looks like a man, but insists they are woman who should use the ladies room it will be discrmination to refuse him, her, it, whatever.

    Senate Bill 724   Permits issuance of teaching, personnel service or administrative license or registration to person convicted of misdemeanor prostitution if Teacher Standards and Practices Commission determines that person is fit to be teacher. Allows school district to employ or contract with person convicted of misdemeanor prostitution if district determines that person is fit to be employedby or contract with district.
