- Legislators Scrap Gov's $665-M Emergency Radio Proposal. Sen. Betsy Johnson, D-Scappose, called the spending proposal "frankenbudget -- it's cobbled together in a weird way." Rep. Donna Nelson, R-McMinnville, said she felt as if she were being asked to sign a
blank check. "I've never seen anything like what's happening here in all my years of being -- to establish something that is so huge and so serious" without more detail. "I don't know how on earth we can do this without a plan and a budget." (Oregonian)
