  • Great Lakes Water Treaties Convoluted.   From a Canadian point of view:   As aquifers and rivers in the United States run dry, there seems little doubt that the Americans will be turning their thirsty eyes north toward our seemingly plentiful water supply. Indeed, no less an authority than former Alberta premier Peter Lougheed has predicted: "The United States will be coming after our water in three to five years." -- But isn't our water protected by federal-provincial agreements and legislation, such as Bill C-6, which amended the International Waters Treaty Act in 2000 to ban water exports from the Canadian side of the Great Lakes and other regional basins? ...such protections would have no real force against World Trade Organization rules, which prohibit the use of export bans or limitations on any product that a trade partner has contracted to buy – especially when these WTO rules are considered in combination with the provisions of the North American Free Trade Agreement (NAFTA)...Noting that transfers of water to the U.S. were discussed a year ago at a closed-door meeting of Canadian, American and Mexican business leaders operating under the auspices of their governments' Security and Prosperity Partnership, Tony Clarke, author of the Polaris paper, stressed the urgency of developing a strategy to strengthen Canadian sovereignty over our waters. Chinese Columnist, You Nuo:   DEALING WITH THE WEALTHY.  (China Daily)



Gee. Looks remarkably like a Texas oil tycoon doesn't it.   And hey look. He's an evil cigarette smoker. Of course.

Investors Are Too Pampered.   Another column by Mr. Nuo. [Amazing how similar this sounds to what is going in the U.S. He's not entirely wrong on this one.]
[Horrors! SOMETHING must be done about the growing number of rich in China as a result of the spreading of evil capitalism.]

"Getting rich was once a unifying force for Chinese society. Now views are diverging. It is obvious that debate is going on in society as well as among those meeting in Beijing regarding how to deal with the wealthy group that economic reform has created...China will have to update its policies toward citizens' attempts to get rich by differentiating the good from the bad, and by encouraging the former while containing the latter."

[And what does this columnist propose?]

"One thing to do now is to levy a tax on individuals using excessive natural resources....Fines to polluters are still not heavy enough to deter them from repeating their sins." [ Sins? Isn't that a "Biblical" term?]

"At a time of high inflation - and hence the credit crunch - it will be a test of the government's courage to revise the resources tax for the long-term health of the economy and society, and to prevent the "Shanxi mine bosses" from having more cash and spending it in ways that are offensive to the public."

[The rhetoric in this Chinese columnist's article is chillingly like that of many liberal Democrats (and Republicans). China barely hints of coming out of its anti-Capitalist form of gov't and already they want to assassinate the Czar.]
