Volunteers Sought to Test Alternative to Gas Tax. Fee based tax based on how far people drive. Oregon, like other states, has seen a drop in gas tax revenue because of increased fuel efficiency. A task force set up by the 2001 Legislature developed the mileage fee idea. [So, let's just get rid of all that efficiency. It just leads to higher taxes anyway.]
