- Washington Tax Revenue Expected to Slump. Sen. Joe Zarelli, R-Ridgefield, and the Republican leader on the Ways and Means Committee, said Democrats could have avoided this predicament with better planning and no spending increase in last year's budget.
Zarelli has criticized Democrats' increase in education spending, saying it has not produced the benefits the public expects with such investments. "It's a base-budget issue on the spending side," Zarelli said. "Maybe the idea of a $400-million, all-day kindergarten program isn't a priority right now." Democrats defended their budgets, saying the recession is expected to be a short one and that the state economy's current sag could quickly turn around. "We'll need to be more responsible," Pridemore said. "But we're still up in terms of projections for the biennium, so it's not a time to make major course corrections." - Committee Approves Health Care Expansion Bills. Puts on the Nov. ballot for Oregonians to vote on whether they want to declare health care a "fundamental right." But the committee divided along partisan lines in a 5-4 vote on House Joint Resolution 100, which would refer to voters a proposed amendment to the Oregon Constitution to declare health care "a fundamental right." The measure, now headed for a vote on the House floor, would order the Legislature to create a plan for providing health care to every legal resident of Oregon. (Oregonian)
