In their vote, councilors overturned a unanimous decision by the planning commission to deny the height aspect of Pacific University's building design. Councilor Cynthia O'Donnell, who lives close to the proposed building, recused herself from the hearing and testified in opposition. However, councilors said they did not wish to set a precedent for encroachment on the conservation district and would grant a unique exception to Pacific, because the particular city block on which the university plans to expand is narrower than most blocks, giving the university less space to build.
